December 04 – TARMAC the RAILWAYS - The letter the Guardian (a UK newspaper) dared not print.
What they did print was yet another batch of depressed “can’t-do” whining,
car-hating letters, advocating Soviet-style herding onto 150 year old
inefficient train and bus systems.

1997 we produced detailed traffic forecasts for Ed King at the RAC, for 2007
and 2014, including the impact of advanced communication tools and telework.

telecommunications, UK
gridlock will only get far worse. (See Tables at http://www.noelhodson.com ). There are however some big fixes quickly available to us: (1)
Tarmac the whole railway network for lorries, coaches and buses. Rail routes,
linking every urban centre, are used only about 2% of capacity-running-time due
to the inflexible and dangerous nature of massive steel trains. It is a lot
cheaper to turn them into roads than to fix and maintain them as rails. Fill
them with modern pneumatic-tyred vehicles. This will
immediately clear most main roads; and ex-rail passengers can more easily
travel the same routes by far more flexible buses. (2) Enforce the use of small
cars - e.g. Smart-Cars are 6 feet long, John Prescott's Jaguar is 15 feet long.
The effect of such small vehicles is to double the existing road-lanes
capacity. (3) When many buses take to the resurfaced railways, return bus-lanes
to general use and clear all other artificial street obstacles. Pollution is
directly linked to journey times and the weight transported. Reduce journey
times and weight and we get cleaner air, far less fuel used and therefore
cheaper oil prices.(4) Equip busy, short-run urban routes with moving walkways
or conveyors to carry walkers and their luggage and shopping, as in airports -
only longer. (5) Use the Thames
and other waterways for River-Buses. A floating vehicle is effectively
weightless and therefore highly efficient and 'Green'. Hundreds of thousands of
London
commuters and tourists could travel East-West-East to M25 car-parks on the Thames
Highway. These measures will
give the UK
gridlock-free journeys for at least 30-40 years, and allow for the cars that
85% of us prefer. By which time a truly integrated transport system, such, as
was proposed some years ago for Oxford,
may have been accepted by all the vested interests. Or, we can just wait around
for total gridlock and then scrap our redundant cars.
